I have the honour to inform you that, under
the authority which I consider the 3rd. paragraph of your Despatch No. 207 of the 15th. of September, 1909, gives me, I have authorised the award to a student of the Hongkong University named Eu Khay Hoe of an honorary King Edward VII Scholarship in the following circumstances.

In July, 1914, Eu Khay Hoe, who had been warned before-hand that he would have to produce proof of British nationality, competed successfully for a King Edward VII Scholar- -ship. He then stated that he was born in Kuala Lumpur and that his father was a Chinese subject. The University Authorities were advised that the Federated Malay States being a Protectorate Eu Khay Hoe is not a British subject by reason of his birth there. The Scholarship was therefore awarded to the next best candidate whose British nationality was undoubted.

In October, 1914, Eu Khay Hoe's family established the fact that Eu Khay Hoe's father is in fact a British subject. The family is wealthy and attaches little importance to the emoluments of the scholarship, provided Eu Khay How can enjoy the distinction of calling himself a King Edward
Scholar.
